This can be countered by states eliminating “winner take all” regarding electoral votes.
Democrats for decades have put all their constituencies into cities and their suburbs to swing states come election times.
Decouple the cities and democrats are doomed. Look at maps by congressional districts of Illinois, Pennsylvania, Florida, Michigan, etc.
The “compact” is legally unenforceable. The Constitution says that “No State shall, without the Consent of Congress... enter into any Agreement or Compact with another State...” (Article I, section 10).
Bear in mind that the Founding States had decided not to let the Senate and president be elected by general voters. The Progressive Movement successfully forced mob rule of the Senate when misguided state lawmaker ratified the ill-conceived 17th Amendment, and now Progressive Movement Democrats are trying to force the Oval Office under mob rule by destroying the electoral college.
And the carrot that the Progressive Movement is dangling in the faces of voters who have never been taught about the federal government’s constitutionally limited powers is the PC perceived powers of the federal government which are actually state powers which the corrupt feds have stolen from the states.

The problem with “popular” vote is that wherever you are, you will be voting against the cemeteries in Chicago. At least now, only folks in Illinois have to deal with that. Remember the number of Philadelphia precincts with >100% turnout? This will become rampant with the MSM remaining silent.

Electoral votes are established as ONE for each USRep and Senator.
A truly representative solution would be to cast electoral votes by congressional district, plus the two that reflect senators can be cast in accordance with the popular vote within the state.
That fixes a lot of crap, quick, fast and in a hurry.

The inevitability of this is going to backfire on them. As the Judiciary will then decide who gets what Electoral votes and they will base than on Proportional standards.
Once one state gives its electoral votes to the popular looser of the state, but popular vote winner overall, then it’s done for.
Remember, The votes need to be certified, so when the party in control of Congress certifies such an action, all hell will break loose, when an opposing party de-certifies based all hell will break loose as well.
This crap will truly fundamentally transform America.
you need a CONTITUTIONAL AMENDMENT to do away with the electoral process called for in the 12th amendment to the Constitution..
We are asking for BIG trouble. I am not unsympathetic to the district system like what is in NE and ME, but this is a prescription for a Second Civil War, due to the vote fraud rampant in the large cities in a very close election....
Time to get rid of the EC. It is anathema to Democracy.
