She is the government’s property and they don’t want her getting to independent.
Where does the sewer go?
Water comes in, water goes out.
They give some BS about sanitation, but they actually don't care if you have a state of the art composting toilet that does a better waste management job than their outdated sewer system.
They want control.

All utilities charge a service connection fee whether you use any water or power at all. The city just wants the $25 per month! Follow the money!
She wasn’t paying for city services - this was her crime. When a city wants its revenue, the city writes the rules to ensure that it gets the revenue.

A: She’s an upstart and they want TOTAL control over the population. You can bet that just by this article, many other folks will be thinking of trying the same thing. -Giving the gubmint LESS than ultimate control.
I live in PA and have a perfectly working septic system on a couple acres of land (septic system is rated for another 15 years of use easy). I have been fighting getting "tied in" to the sewage system Fast Eddie (Ed Rendell's pet project in PA when he was governor) approved for more than a few years now (the system did not exist before I purchased my property). My nearest neighbor is 50 yards from me. We have zero suburbia's around where I live (farm lands across the road). But the township is trying to force me into it for both control and $$$$$$$. Some people in my area lost their homes because they couldn't come up with the "tap in fee". It was and is disgusting how property owners are being rail-roaded all over the country by out of control counties, cities and townships.
The town wants hr money. Nothing more than that. They feel she is cheating them out of their share of her resources. Around here they can’t raise taxes so they raise fees for stuff like water and sewer.
