That’s what liars, poltroons, and rumpswabs do - throw chum in the water to evade the truth.

A simple; “Would YOU explain it to me?” would have been a nice follow up. I’m sure other Freepers will have better, funnier follow-ups. I’m just not feeling too funny right now.

The “Federal Register” has nothing to do with it. The section of the law referring to the implementation date plainly has the word “shall.” No wiggle room.

“Shall” is an imperative, and Barky just wants to break the law yet again.
