Well there used to be a program called Eschalon (sp) did the same thing. What they did was to set up an agreement between Canada England Australia US and maybe New Zealand. They would monitor each others citizenry. England US , US canada, Austraila England. etc. that way they could say we arent monitoring our citizens. While still monitoring by a partner state.

I’m just getting tired of hearing in every media report that this is the doing of the NSA. If you read the warrant, the NSA is tasked with the collection. In other words, they were ordered to do it by this warrant.
A Verizon exec was a top exec at the FBI.
Note the date of the announcement: 9/11.
