The Treasury Department was informed on three separate occasions that the IRS planned to disclose that it targeted conservative groups for scrutiny, and on one occasion, Treasury expressed concern about the nature of the disclosure, a Treasury official said on Monday night. In all cases, the official said, the department ultimately deferred to the IRS.
In late April, the IRS told Treasury that senior tax official Lois Lerner was considering making a speech in which she would publicly apologize for inappropriate conduct at the IRS in advance of an inspector report documenting how tax agency officials gave extra scrutiny to conservative groups.
Treasury expressed some concern about the idea of a speech, but ultimately deferred to the IRS on that issue, the Treasury official said Monday. Treasury officials also discussed the potential disclosure with the White House and said it planned to defer.
Later, Treasury was told ahead of time that Lerner would be asked a question about whether the IRS was screening conservative groups at an American Bar Association conference on May 10. Treasury again deferred to the IRS on their interest in making a public apology, the official said.

They have no choice but to support Obama's publicly announced comment to the effect that he "read about the IRS scandal in the papers at the same time everyone else did". Of course he's lying. But when you tell one lie it spawns a thousand others.
Why? So they can the focus OFF Benghazi.

One thing you can count on in the government: it is a CYA environment to the max; bureaucrats are very proactive in this regard. They discuss all angles and prepare their defenses against any and all forms of potentially negative news. That’s the very essence of bureaucracy. Nobody is willing to take the blame for anything, and they hate surprises. In this particular case, with a destructive storm looming on the horizon, there had to be weeks of meetings to prepare for when it made landfall.

You can bet the list of scapegoats is already being lined up. The White House is desperate to establish a fire break but there are so many fires out there its going to hard to contain.

There is nothing to worry about containing. It will all come out eventually but no one will care. The press love the man and will talk about his mistakes in an understanding tone. They will say he is so great that under the circumstances of trying to hold the country together and putting us on the right track he had to do what he did. Yes it was illegal but the ends justified the means. It will all go away.
There is no person in any media that will give the first black president a hard way to go. You might as well get over it. It's just the way it is. Travon Martin was a usless thug. The press knows all about it but they painted him as an angel. They know! They lie! It's what they do.

What triggered IRS to come clean from carrying out THE FOREIGNERS target orders. Maybe they knew they were going to get exposed from a lawsuit?
So they timed it to distract from Benghazi, thinking it would be a minor scandal and not be recognized for the impeachment level activity that it was.

No, Lois, it wasn’t “inappropriate”, it was corrupt, it was unlawful, it was committing election fraud.
And, no, Lois, it wasn’t “extra scrutiny”, it was a successful freezing out of conservative groups from the 2012 election cycle. NO, NONE, ZERO 501(c)4 applications were approved for conservative groups from Feb 2010 for 27 months following.
Lois, you’ve participated in a COUP. And, seriously, those involved should be hanged. It’s THAT SERIOUS.
