FNC reported that the police had searched this boat earlier. Then a woman in the house noticed that a shed was open and saw blood on the boat and some bloody clothes. She called the police to come back.

That is what I think...I think they wanted to search all of the houses in the area in a warrentless search to see if they could find any explosives or whatever....
