Yea, I'd noticed the same thing - though it might just be the angle to the camera or that #1 is using both straps and therefore better supported. If you slow-mo the FBI video as #1 rounds the corner, I think you can see by his body movement that there is some weight there. Here are a couple more out-takes:

Sorry, I can't recall at which site the black bag was found right now, I'd have to do some searching.

I think the flagged site is the finish therefore first blow. I recall FBI said they have video of suspect #2 (white cap) dropping his bag but again I'm not sure which site.

veracious (there is quite a time delay between me posting and posts actually showing up, apologies if this is out-of-date), but here is quote from FBI conference today:
"Suspect 1 is wearing a black hat.
Suspect 2 is wearing a white hat.
Suspect 2 set down a back pack at the site of the second explosion just in front of the Forum Restaurant."

Therefore black bag must be explosion 1 (closest to finish) line.

There was a picture of explosion 2 that showed something very similar to the fragment shown on FOX, and I have arrowed it below. However, this is where the FBI say suspect 2 dropped his pack (which appears to have been the lighter colour bag). NBB this fragment seems to have been removed fairly quickly and does not appear in later shots. Of course, it might be something else and it might belong to one of the victims not the bombers.

That Radical. It still seems to suggest that they walked all of the way to the first site. #2 apparently is seen dropping his bag there (which is a light colored bag in the video). He must have taken the bag from #1 and reversed course to site two, set off bomb 1, dropped black bag which was carried by #1 in the video, and continued upstream to the runners while setting off the second bomb.

Maybe, although that certainly doesn't look like a typical Boston Red Sox hat. Unless it's a new style...
