The only conclusion I can come to is that they WANT to keep the staged photo in front of the public eye......and figure that daring people to photoshop it will result in it going viral.

It’s sad that the White House tries to make up its own laws on this issue. As a U.S. government photograph, it is not subject to copyright so we can do whatever we want with it. Further, even if it were copyrighted, alteration of the picture for the purposes of commentary or even satire is consistent with the principles of the First Amendment.

The White House can warn people not to alter the photo for the purposes of endorsing any particular position, but that's gratuitous anyway. It's a standard legal restriction (it violates "Fair Use" of copyrighted material.)
Parody is covered by both Fair Use and the First Amendment. There's nothing they can do to stop the use of their photos for political humor.
