doesn't do good. God will condemn a ruler whom He (God) has appointed, but who renounces God's authority by doing evil.

Huh? God didn't "appoint" Obama as President (though Obama's supporters like Jamie Foxx certainly seem to think he's God chosen one). Flawed, fallible human beings elected Obama as President. He was selected by voters for a government position, not "called" by God to be leader of a church or ministry.

Christians are exhorted to pray for our leaders, whomever they may be, and for our enemies, whomever they may be.
You don't need to tell God how to do His job, but you do need to ask for what you need; and we certainly need leaders who submit to God, and enemies whose conscience leads them to recognize the true God, and that His judgment awaits them.
Think about it -- the best possible outcome is that "every knee shall bow."
