As expected, great analysis. I would only suggest that about the same time the EBT cards go dark, so will the government subsidized cell phones. This will impede the early flash mobs, but it won't stop them. Similarly, I would think that, a la Somalia, there will be gangs who will attempt to sieze and control the food supply adding another dynamic.

I believe enough people will organize an underground bounty reward system that would reward vigilantes to travel to the areas known to harbor gangs.
law of the Wild West when the sheriff could be days away applies.
If the police are unavailable or too slow rewards will be available to ordinary people who can react faster.

What if a cascading economic crisis, even a temporary one, leads to millions of EBT (electronic benefit transfer) cards flashing nothing but zeroes? Or if the governments refusal to reimburse them causes supermarket chains to stop accepting them for payment? interesting trigger for the scenario, however in all liklihood an economic downturn would not cause EBT's to come-up zero, in fact - as we already know, economic crisis' have increased the access and government dilligence toward establishing more people using EBT's. It is when a condition out of the government's control causes not just EBT's but debit and credit cards to come-up zero. That would be an EMP. The author makes a point that the riots were usually spawned from social unrest rather than economic stress. Working in Manhatten during 9/11 and the second black-out, there was little chaos present in a potential powder keg situation. I don't see the liklihood of any governemnt abruptly killing the EBT or other welfare transfer program in such a manner based on economic crisis. They'll just print more money to accomodate the additional welfare recipients. I would suggest to monitor France with it's 75% tax rate, millionaire's and investment taxes and a pledge by the French socialists not to reduce spending. It is when the last of the wealthy businesses and individuals slip away in the middle of the night that the riots will begin.

I would also like to add that many states are now stockpiling emergency food supplies, and there is obviously many that can view food as a more important issue before guns, so these flash mobs will center attacks upon places that will be storing food, especially food stocks that are more portable, shipping hijacking will be more common.
Even bulk food containers may be hijacked, or held for ransom.
First rule of preparedness, keep the circle of informed small, if neccessary create an image of being in need, try to not stand out as having stocked resources.
I actually plan on saving most food containers and refilling them with material to duplicate weight and feel, especially boxed foods. Create a fake food larder.
As far as the cameras at intersection for facial recognition all it takes is a green laser on a small compact tripod aimed and turned on either manually or by being pre-placed and operated by remote control.
Or disabling them by other means, paintballs? Tinted film on the upper windshield and upper drivers window to conceal facial recognition, the more adoptive use of wearing a hat obviously helps.
