Disney is VERY protective its trademarks, especially its classic characters.
I would not want someone impersonating my characters since I would have no control on how said impersonator would act.
If they got a fast Pass for the park that is a freaking golden ticket (you usually can only have one at any given moment and have to wait).
Likewise shorts and short for 2 at Disney about $100+
They should be grateful.

Since the teens didn't have a change of clothes, Disney provided a voucher so they could buy a shirt and a pair of shorts. Disney officials also provided the family with a Fast Pass so they could skip the lines at the park. Spielman said the ordeal crushed her dream. They get free Disney Clothes.

Disney only allows costumed guests (over infant age) for specially ticketed Halloween events. My wife and I have done this several times and had a blast.
