(Reuters) - The Justice Department sued the city of Jacksonville, Florida, on Monday, claiming its use of written tests to determine promotions in the city's fire department discriminates against African-Americans.
The lawsuit followed a more than two-year investigation examining Jacksonville's record of promoting African-Americans for the ranks of lieutenant, captain, district chief and engineer dating back to 2004.
It came after a separate lawsuit filed last year by two dozen Jacksonville firefighters challenging the city's promotional process. In the lawsuit, the firefighters alleged union officials unfairly shared exam questions with white workers but not with black workers ahead of the test.

If it weren’t for quotas and preferential hiring for minorities in the first place, they probably wouldn’t even be working for the department.
Apparently if it is to their advantage, there is no shame. Rather people die because of incompetence then test for competence.

An operating manual for any of the gear they have/use? You know, little things like the fire engine, air breathing system, radios, GPS, AEDs, power saws, hydraulic assist tools, pneumatic lifts...
A training plan? You know, this is not a field where you want people learning on the job, doping it out as they go.
An emergency management coordination plan with other agencies for natural and/or man-made disasters?
If they can't handle reading a test, then they can't handle the required reading to be proficient at their job - good riddance. Yeah, I'm normally an easy going guy. But on this I cut people zero slack. These are literally life-and-death positions. No room for "good enough" here.

In New Jersey, they cut out the multiple choice testing because it was determined they were discriminatory to minorities. They went the essay route. This allows absolute discretion.

You either know what you are suppose to or you don’t. You either understand the information or you don’t. You either know how to read or you don’t.
I know numbers better than my own language, either that’s by genetics or it’s own lack of attention. Either way nobody will confuse me for an English professor. Should someone give me help because of either condition.. of course not.
That is the true issue and it disgusts me.

And who cares if the civil employee figuring the IV drip rate for your loved-one “passed” with 65% on the math portion of the entrance exam?
Math is discriminatory, and besides, it’s far more important that trainees learn to cook and appreciate the ethnic cuisine concocted within the socially diverse Fire-hive, than it is for them to be fit and competent.
So, is AG Eric Holder making the case that requiring “his people” to read and understand what they read is RACIST? What is this moron smoking?
All candidates should be able to read and understand what they read. Since the tests are multiple choice, the candidates do not have to prove they can write. If that was the case, would the test be twice as racist?
Sh** like this tells me the ones complaining are the racist. They are saying that blacks(which is what the code word "minorities" really means)are too stupid to pass that regular tests and need to have a dumbed down test in order to pass. So who are the real racists here?
The reason test for Fireman and Policemen have been attacked is because these are government jobs and there are more of these government jobs than pretty much any other. Another reason is that these are government jobs that you can get with no more than a high school diploma.
These jobs offer good wages and a short run to a good pension; in most cases you can retire after 20 years. In other words these are plum jobs.
But there is one problem. It has become unfashionable in the inner city schools to become proficient in reading, writing and arithmetic. So for the brothers to get these plum jobs with only their grade inflated HS diplomas or to advance in their chosen (if stolen) careers the unjust impediment of achieving a superior score on a competency test must be overcome.
So how to overcome the meritocracy that was set up to overcome the nepotism that existed previously. Well simple statistical analysis which clearly shows that minorities consistently score lower on these test than majority whites. And of course anyone who would suggest that minorities score lower because they dont study for these test or they simply wasted their prime learning years in their youth is a racist.
