That's $27,500 per person. That sounds about right...
Right there is where the plan fell apart. Hiring in Detroit? That hasn't happened since Bush was President...in 1990.

So,,, was the grant solely for providing cloths? Or was it to be used for other things too? It appears it was used for many other things. Was there a fixed, alloted amount for clothes?
