On Wednesday, February 1, 2012, members of the U.S. House of Representatives began debating HB 3567 and will vote on whether or not to amend title IV of the Social Security Act to require States to implement policies to prevent assistance under the Temporary Assistance for Needy Families (TANF) from being used in strip clubs, casinos, and liquor stores.

They should also elimnate all restaurants, all snacks and candy and pastries, all luxury foodstuff (lobster, caviar, etc) and allow ONLY staple food items.
Make living on food stamps HARD and not easy. Basic instead of comfortable.
Provide incentive to make one’s own money.

USDA research done during the George W. Bush years showed that food stamp users allowed to get any grocery item included a smaller, not larger proportion of salted snack and soft drink products in their food orders. You are “fighting as though beating the air” as the bible puts it. Even bums on a budget are frugal, it turns out, and the overhead to do what you say you desire would be large.

I'm very surprised that this wasn't already prohibited. There was a story from early last year that EBT cards were being swiped on at least one cruise ship. I believe it was on the west coast.
