White House Press Secretary Jay Carney said the timing of President Barack Obama’s planned speech on his jobs-building and deficit-cutting agenda on Sept. 7 – the same time as a GOP presidential debate — was “coincidental.”

No, because then he'll just be an hour late, and talk over the debate's scheduled time anyway. Better to just either schedule the joint session for 9AM and have him give the speech when hardly anyone will watch it on TV, or move the debate to the following day.
