This is poll about whether Wisconsin should have Constitutional Carry or a permit system that requires training.
It needs to be freeped. Currently 36% Constitutional Carry, 64% Permit and mandatory training.
None of us are that far apart on this issue, so let me hit and run.
The issue should not be Constitutional carry (bad guys already exercise that right), but rather the question of a bearer’s responsibility to the community.
Think in terms of that yellow school bus behind the bad guy. Even if it is a justified shoot, training, practice and clear thinking can help to avoid a tragedy.
My solution? Every adult can carry concealed but if circumstances (i.e., a shooting or even a presentation in connection with a citizen’s arrest) should warrant a request by an LEO, then the shooter better be able to present a pocket card that certifies proper firearm training. Failure to present such a card would result in a meaningful fine or perhaps in some events even jail time.
In my opinion, the training most states presently require for CCW at the best is probably no more than half of what is needed.

Perhaps firearms training should just be a requirement of education, as Pres. Teddy Roosevelt recommended, then there would be no issue of requiring it as a condition of firearms ownership and no issue of defacto registration of firearms and their owners.
Back in the day we all got required firearms training.. from our Parents, Family and Friends... that's what it needs to go back to.
Yes, I certainly did too. That is one of the greatest gifts my father gave me. I don’t think that was ever universal though and our society is a long way from that now. Imagine the differences it would make if virtually every child were taught firearms safety, handling and care by competent instructors.
I believe “specialized training” should be up to the individual and not made mandatory. I myself, getting my first rifle at age seven (yup, 7) have been hunting and shooting since I was a small boy. I consider myself very familiar with handling and use of firearms but can see the need for training in the art of self defence using firearms. Hunting and shooting is a lot different than protecting yourself or someone in times of great stress.
Like many others, I have had military training in shooting and hand/hand combat. ANY additional training is definitely an asset when the “real world events” are at you door. Just my $0.02 worth..........

CCW without permits is useless in cities since a state permit is needed to avoid violating the federal 1000’ gun free zone law around schools. I doubt that it is possible to drive through Madison or Milwaukee without passing 1000’ from a school. I don’t disagree with the constitution argument but the only practical way around the federal law is to have a permit from the state you live in, and states where you routinely carry.
There are a couple of realities that mitigate this. First, the federal law is almost never enforced, probably because the last time the law was tested at the Supreme Court level, it was ruled unconstitutional(1995). Thus, the federal prosecutors seem wary of bringing forward prosecutions that offer a good case to contest the law.
Second, local officials are almost never worried about violations of federal law. For that reason, in Wisconsin, it is the insanely stupid State law against guns within 1000 feet of a school that we need to repeal.

I believe you’ve explained your idea before to me, on threads where I was objecting to the potential registration nature of a training requirement. I like it. I don’t see why it would present a problem.

Oh, sorry, I see what you meant. While the good guys are way ahead, counter-Freeping by the anti-rights crowd is cutting into the margin. I didn’t follow the entire series of your posts, which showed our margin declining, just looked at the one I responded to and thought “looks pretty good to me!”

Plus if you do it in high schools and junior highs, it's a way to shaft the NEA, could be used to displace some fruit contraception instruction, and helps balance all the "guns are icky" messages the LSM contrives to aim at everyone. It's a win-win-win-win!
