Cuba says it will allow people to buy and sell their homes for the first time since the communist revolution in 1959.
For the past 50 years, Cubans have only been allowed to pass on their homes to their children, or to swap them through a complicated and often corrupt system.
The move was decided during the first congress held by the ruling Communist Party in 14 years, aimed at breathing new life into the communist system.
No details were given on how the new property sales could work.
Cuban President Raul Castro warned that the concentration of property would not be allowed.
During the congress, President Castro also said top political positions should be limited to two five-year terms, and promised "systematic rejuvenation" of the government.

Communist country turning toward freedom while we’re turning toward communism.
Apparently the stage of historical development that follows the Workers' Republic is a return to Hereditary Monarchy.
That is because, despite all their claims of concern for the downtrodden, Marxists are all actually envious of the power, station, and prestige of the upper class. That is why they always replace aristocracy, laterally, with the oligarchy of "The Party", and why those who lead the revolution invariably live like kings after they depose the "privileged".
Anyway, his responses have all been, You'll get your stuff back when the Indians get Manhattan back.
“Chairman Obama sorely dissapointed.”
No doubt he’s planning sanctions as I type.
I would be thrilled if Cuba ditched Communism. Can you imagine the rush of Americans to Cuba to buy property? Cuba is beautiful. I wouldn’t mind having a home there, that’s for sure.
Maybe I do and maybe I don’t, but a man’s capacity to think is never destroyed (drug/alcohol exception)it is only his desire that is crushed.
They are broke. They want to experience the joy of collecting property taxes.
Look at the way Yahoo! reported part of these changes:

HAVANA (AP) Elderly hero Jose Ramon Machado Ventura named 2nd secretary of Cuban Communist Party.
Where do they come up with this nonsense “Elderly hero...”
It is privatized, for foreigners who are willing to pay $$$ for treatment in Cuban hospitals, facilities that are off-limits to the average Cuban.
I don’t know about trees, but about about 15? years ago the then mayor and the historic preservation people absolutely hounded and persecuted a local man in the little town of Aurora, Indiana for the “crime” of having two old small row houses torn down without their blessings. The constant stress contributed to his fatal heart attack. His daughter was angry and disgusted with the city officials when she told me some of the story.
More recently another property owner was cited for repairing his building’s leaky roof with material not in keeping with the “historic” nature. And the historic types interfered with the owner of several other building ,preventing the repair until the fire department and building code declared the buildings had to be torn down as a danger.
There are little dictators everywhere just waiting for their chance to tell you everything from what color paint you may use to what type of car to drive.Free peoples have to constantly fight the imposition of ever more rules.
How many people do you know who were born into and luved all their luves in a totalitarian society?
They smell the Tunisian, Egyptian and Libyan precedents, and are moving to head off that eventuality.
Happily, Perestroika doesn’t work for commies. This could be the beginning of the end.
Can a foreigner buy? I forsee beachfront property......
The end of the world really is near.
“Leasing of state land to private farmers” for this translate to: “leasing to foreign investment private farmers” already in place. That is to say to Canada, Spain, and a host of other “private” farmers. It is NOT private Cuban farmers. The deal is this- you lease from the state and for a nickel a day you get the “workers” on the farm also. This is a prison country, still. This is NO move to private ownership by the citizens.
Should we start getting the boats ready to go to Cuba, since they’ll have more freedom soon than we do?
I live in Maryland on the Potomac River, part of the Chesapeake bay Watershed. I live on the water. There are many codicils for living on the water, one is not cutting tree’s on your lot.You also have to be extremely careful what kind of grass you cut, next to the waters edge.
Having nothing to do with the watershed, a 40 inch tree in St. Mary’s County is considered a legacy tree and cannot be cut without a permit.
Don’t even think about adding a deck to your home or a second bathroom.
