ANNAPOLIS, Md. -- Maryland senators have passed the bill that gives an in-state tuition break to undocumented students.
The bill, passed in a 27-20 vote Monday night, still must be approved by the House of Delegates before going to Gov. Martin O'Malley, who has said he would sign it.
During debate, Sen. Victor Ramirez, the bill sponsor who immigrated legally as a child from El Salvador, told opponents that voting against the bill would not solve problems relating to people living illegally in the state. He said the legislation was needed to help people who live here reach their potential and contribute as much as possible to the state.
"It's about education," Ramirez, D-Prince George's, said. "It's not about immigration."
The financial implications for students are significant. In-state tuition is $8,416 annually, and out-of-state students pay $24,831 a year. "I think this sends a terrible message to everyone in the state that you can break the law and you can get a benefit."

Can the citizens sue?
“Harboring” is defined by USC 8 as any conduct that facilitates an immigrant to remain in the United States illegally. It’s a felony that carries a five year sentence. Due to the expanded RICO act of 1996, violators can be sued in Civil Court by Private Citizens.
That would take a miracle. MD is too full of hardcore Dem voters. They will sink into an abyss like Detroit and even then won’t change their ways.
Except that they will have a heightened sense of entitlement.

That's exactly what this is.
AND it is unconstitutional discrimination against citizens of the United States, since a citizen from another state will now be discriminated against in favor of not just a legal immigrant, but in fact someone who is here illegally and refuses to comply with the law and go home.
But we're supposed to comply with this law and give them a freebie?
Isn’t there a federal law that is supposed to cut off federal funds to state schools that allow in-state tuition for illegal aliens?
