[Madison, WI] As tens of thousands of public employees skipped work this week to attend protest rallies outside the Wisconsin State Capitol, many wondered if they would face any disciplinary action for unexcused absences.
On Saturday, a group of men and women in lab coats purporting to be doctors were handing out medical excuse notes, without examining the patients.
I asked this doctor what he was doing and he told me they were handing out excuses to people who were feeling sick due to emotional, mental or financial distress, said Christian Hartsock. They never performed an examhe asked me how I was feeling today and I said Im from California and Im not used to the cold, so he handed me a note.
Another woman, who wished to remain anonymous, said they were handing out excuses like they were leaflets.
I asked if they were handing out doctors excuses and a guy said yes and asked me if I needed one, she said. When I told them I needed one for February 16 and 17th, he wondered if I wanted to come back here for the protests next week.
What happened next?
I said, sure, and I received a doctors note for the 16th through the 25th of February, without a medical exam.

Based on an examination of the signature and medical license number provided, one of the men handing out these notes was purporting to be James H Shropshire MD, a Clinical Associate Professor at the University Wisconsin Madison.
At this time, MacIver News Service is attempting to contact Dr. Shropshire to see if indeed he was the one handing out the notes on the Capitol Square.

All I know is, if I walked into a doctor’s office, and the doctor looked like him- I’d run the h-ll out of there as quickly as possible...
And by LAW they HAVE to bill. Even if the patient or medicaid/medicare/private insurance doesn’t pay. I actually HATE this law, because if I want to give my time and care to some indigent or poor person, I still HAVE to fill out the paperwork. The goverment would be cracking down hard on any physician who didn’t perform an exam and wrote fraudulent documents. And the one guy is I think a director of medicine. Would he teach his students to commit fraud even for a “good cause”?
Your comment reminded me of something that happened in NY City. Back in 2007, Brenna Stewart, the daughter of convicted lawyer Lynne Stewart, was suspected of falsifying documents to cover nine days of absence so she could attend her mother's hearings. Brenna Stewart was a physical education teacher at the time in NY. Her mother was one of lawyers for terrorist Sheik Rahman, and was convicted of smuggling messages for him from prison.
Here is a link to the findings in the investigation. The recommendation was that she be terminated and made ineligible for any future jobs with the Dept. of Education in NY:

Scammers is right. But the reason I mentioned a fake name is because the person that got hold of this example would probably have used a fake name so that it couldn't be traced back to him/her. If I was trying to get one solely for investigative purposes, I certainly wouldn't put my name on it.
It's not clear that the one that was pictured in that post was one that was meant to be used by some scammer or one that was meant to be published to illustrate what the doctors were doing.
If these guys are de-licensed for ethics violations what happens to the med school students? Will they have to re-take those classes? How much would that cost them?
