I’d argue that public safety aspect of it is the operative clause. Back in 1787 they had no clue about terrorists and car bombs and the like. Invasion and rebellion were the two methods of safety being in jeopardy. But that category has obviously expanded.

I don't know who the woman is who was reporting from the anchor chair at CNN, but she was fretting about her language... she said "I hate to use the word 'terrorism' regarding the suspect" possibly being on the terrorist watchlist, and who CNN has not named... don't want to infringe on the alleged-not-proven-yet-to-be-a-terrorist's rights.

If that was the case, it would have been a news story quoting "unnamed government sources connected with the investigation".

We don’t even really know that this guy did anything. They could have just made this up to lull the real perps into a false sense of security. Maybe this guy is working with the feds or something. Who knows? I don’t know why they’d announce a name this early. Now, all the people in Pakistan or Yemen or wherever know and they can all go to ground, destroy any links, etc...
