National Medical Device Registry from H.R. 3200 [Healthcare Bill], pages 1001-1008:
(g)(1) The Secretary shall establish a national medical device registry (in this subsection referred to as the registry) to facilitate analysis of postmarket safety and outcomes data on each device that (A) is or has been used in or on a patient; (B)and is (i) a class III device; or (ii) a class II device that is implantable, life-supporting, or life-sustaining.
Then on page 1004 it describes what the term data means in paragraph 1,
section B: (B) In this paragraph, the term data refers to information respecting a device described in paragraph (1), including claims data, patient survey data, standardized analytic files that allow for the pooling and analysis of data from disparate data environments, electronic health records, and any other data deemed appropriate by the Secretary
What exactly is a class II device that is implantable? Approved by the FDA, a class II implantable device is an implantable radio frequency transponder system for patient identification and health information. The purpose of a class II device is to collect data in medical patients such as claims data, patient survey data, standardized analytic files that allow for the pooling and analysis of data from disparate data environments, electronic health records, and any other data deemed appropriate by the Secretary.

Apparently the goal is to have all of your personal medical information on a microchip in the event of an emergency.
If you want medical treatment you’ll be required to get one. Starting out with implanted devices.

The medical registry simply is a centralized repository so that the government knows who has what devices and what has happened to them healthwise. The idea is to improve patient safety since without a good denominator, it is hard to come up with objective estimates of the risks associated with devices and whether these vary with observable patient characteristics (age, gender, race, level of disease). In theory, this is useful information to know.
Will the government abuse this collection of patient outcome information? Who knows? What is clear is that this provision has nothing to do with mandating that everyone have a microchip implanted. It’s simply saying that IF you use certain classes of medical devices, you must be included in a national registry to track and report these outcomes.
The point isn’t to publicize that “Patient X” died from a device, but instead to be able to say things such as “Mortality risk for male patients age 55-64 is 1 in 10,000; for female patients in that age, it is 1 in 20,000” etc. In theory this is information you and your doctor would want to have when deciding about whether to use a Brand X medical device. And properly used, the information should not compromise patient privacy.
