H.R. 3200 was the houses bill and that is not the one that passed. You need to find out if that is in the passed bill.

The language is in the enjoined bill (HR 4872) that was sent to Obama for signature (Public Law 111-152). It’s on page 1014, Line 8 and page 1017, Line 3. The final bill is not yet posted online. Thomas refers you to the enjoined bill.
