14,000 metric tons? That's half again as much displacement as a
Ticonderoga-class cruiser, if true. I'll bet the article slipped a zero somewhere and they're actually 1,400 tons.

Did they boost it off of some other ship, reverse-engineer their own domestically-produced variant, or manage to sneak it in past the various embargos?

Hmmm. Fourteen thousand tons is not a “destroyer.” Its a cruiser.
Of course, most of our recent “destroyers” have been cruisers, too...
I guess they’re building USN-style destroyers.
