House of Representatives vacant seats MUST be filled by special election - if filled at all. It is a Federal office, representing the people directly.

The reason that a Senate seat is filled by appointment is because, originally, senators represented state governments and not the people directly.

When the the Senate changed, they didn’t bother changing the Constitution regarding vacancies.

IMHO, this could have HUGE implications for 2010. It would seem to me that a special election could prove to be a real test of strength for the Tea Party folks. Murtha was the antithesis of everything we stand for..therefore, if we can find, and coalesce, behind a candidate who promises NOT to tax and spend..makes it the centerpiece of the campaign....well..it could be the equivalent of what happened in Mass a few weeks ago, and would just about guarantee a GOP takeover of the House..

Of course, Burns might end up not facing Murtha in the general election. He faces Republican Bill Russell in the primary, and the army veteran is very popular among area conservatives. Russell has faced Murtha last year, losing by about 20 percentage points.

That is true. But, mercy really has nothing too do with it. It does not say in the Bible that God will have mercy and let one that does not know Him into Heaven anyway. Jesus makes it perfectly clear that ONLY through Him does one get to the Father, thus Heaven.
