The Senate has voted on three pieces of legislation today that required 60 votesto raise the debt ceiling to $14.3 trillion, to reduce the deficit by establishing five-year discretionary spending caps, and Ben Bernankes confirmationall of which interim Senator Paul Kirk (D-MA) has voted on. In addition, there have been other Senate votes since Scott Brown was elected as Massachusetts senator that Kirk cast a vote.

Perhaps the State Pooh-Bah of elections has not yet certified the results.
The issue could be State Govt.
The Secretary of State is going strictly by the rules of Hoyle on this one. He is waiting the prescribed amount of time to certify the election. Then the Gov has to sign off on it. Then they need to “transmit” the documents to the Senate. Then the President of the Senate has to approve them. Then they have to make sure that Biden is in town for the swearing in ceremony.
THEN, they can swear in Brown.
Doesnt matter because he has already done his job well enough to get a second vote from me.
I figure Juan McCain is still reaching across the aisle and being collegial, my friend.
And Mitch McConnell is out looking for his spine, and his chin.

Instead of yucking it up on Leno, Brown should have been demanding that he be seated so that he could 41 this debt limit rise.

The GOP is letting this slide because the entrenched Republicans in Congress want each of these things to pass, but don’t want to have to vote for them. So they let Kirk vote and do their dirty work for them.
If you ever needed proof that the Republicans in the Senate are a bunch of manipulative, two-faced cheaters with absolutely no committment to principle, now you have it.

That's my best guess too. This way, they don't have to draw straws to see which one of them will have to take the heat.

When is the guys term officially over? I don’t think MA has finalized the election results and sent the certification to the Senate. When is that to be done by state law in MA? Anyone know?

Doesn't matter, as I understand it, he was a non Senator on election day, under Massachusetts law. They just wouldn't have a senator until Brown was seated.
