The Executive Order Option [Yuval Levin]
Given the nature of the abortion language in the Senate bill, which creates a mechanism to allow for taxpayer-funding of abortion coverage while pretending to prevent it, it is very hard to see what an executive order from President Obama could actually consist of, even as sheer cover. His freedom of action would seem to be very limited, so that such an order would be almost purely symbolic.
The language Kathryn cited from a source last night could not possibly be a draft of actual executive order language, and if the concept behind it is what they have in mindapplying language from one law to another by means of executive orderthen it is not even a fig leaf, its a bad joke.
Perhaps thats why so committed a champion of public funding of abortion as Diana DeGette could support the idea. Surely no pro-life Democrat could join herand no one who joins her could be called a pro-life Democrat.

Darla was at the Candlelight Vigil at the Supreme Court Building that was held last night. She lead the group in prayer and devotional. Afterwards they went to the Capital and she led them Around the Capital with candles, flashlights, whatever kind of lights people had. She is now in the Gallery watching the process.

Two Tennessee Democrats announce “no” votes

Two southern Democrats, Rep. Lincoln Davis and Rep. John Tanner, both of Tennessee, are voting against the health-care bill.
I talked to Davis this afternoon about his decision. Davis, who represents Tennessee’s 4th district, said he supports health care reform, but on a smaller scale. Davis is looking for reform that addresses some of the gaps and problems in health care coverage experienced by Americans, 85 percent of whom have coverage, without redoing the entire system.
“We need to do something for those other 15 percent percent if they choose to have insurance, to come into the system,” Davis said. “And there are ways to do that, but there are some folks who don’t want to come into the system.”
Davis said he is not getting any pressure from the Democratic leadership about his vote.
“I explained up front where I am and why doing it, and they accept that, period,” Davis said.
Stupak will cave, just like all dems do. He probably even knows that this EO is really meaningless. But it gives him and excuse to explain why he voted for the HCR bill, and he believes it will give him enough cover.
Unless God intervenes in some miraculous way today, this thing IS going to pass in the end. Pelosi and Obama will make enough deals and promises to put it over the goal line.

I also just saw that Stupak is going to have a 4 p.m. press conference to announce his support of the bill, so don’t get hopes up.
