If he promised Stupak an EO taking abortion out of the bill, Stupak is a stupid jerk if he accepts.
BO can write that bill, sign it, show it to Stupak and then send it on to the Fed Regs. Until that bill is published in the Fed Regs, BO can tear it up and throw it away. He doesn’t need to rescind it.
