Two of the four leaders allegedly behind the al Qaeda plot to blow up a Northwest Airlines passenger jet over Detroit were released by the U.S. from the Guantanamo prison in November, 2007, according to American officials and Department of Defense documents.
American officials agreed to send the two terrorists to Saudi Arabia where they entered into an "art therapy rehabilitation program" and were set free, according to U.S. and Saudi officials.

You may be right, but I'm not certain the release can be blamed on President Bush.
For one thing, the US turned these guys over into custody of the Saudis. Now whatever you think of the Saudis (and I don't trust them one bit), the royal family there has as much to fear from jihadists as we do.
So it wouldn't make sense for Saudis to release their own known enemies.
Nor are Saudis known for giving jihadis the kid glove treatment.
Aren't they better known for what they're willing to do in "rendition"? This "art therapy" program (if that report turns out to be real) might indicate there was little evidence against these perps at the time they were relased.

This is no less the GOP’s responsibility, the media’s responsibility, and the other miscreants that politicized Gitmo.
I think it is wrong to blame Bush for the apparent inability to stem the PC tide that facilitated this security breakdown. I’m having difficulty thinking of anyone outside the Bush Administration that stood by Bush during the tenuous politicization of Gitmo.
How is this different than what happened at Ft Hood in the context of Political Correctness?
