Already answered earlier in the article...Stevie was playing near the walkways when his jacket became snagged. Why was he playing near the escalator? Where was his mother and why did she allow him to play near a piece of machinery with moving parts?

Hmmmm ... boy playing near moving walkways? Did mall management tell the boy to play there? Did the mother tell the boy to stop playing there? I think it's pretty obvious whose responsibility this is.
Gladly sir, it is your responsibility to control your son and not allow him to play near moving equipment.
If was up to Our Enemy not only would the moving walkway be at fault, but they’d pass a law banning moving walkways just in case such a thing happened again.

My husband works on elevators but has helped friends with escalators. In the pit they found shoes and whole packages. These parents were idiots. Mom let the kid play somewhere unsafe.
