The most sensitive parts of the 93-page Standard Operation Procedures were apparently redacted in a way that computer savvy individuals easily overcame.

Ten bucks says that the document was in PDF format with “password-protected” solid blocks over redacted text. Even the least tech savvy individual could crack a PDF password and read what’s underneath.
