CHINA announced its first targets for limiting carbon emissions last night, joining the US in revealing the stance it will take at next month's high-stakes climate summit in Copenhagen.
China will cut the intensity of carbon dioxide emissions per unit of gross domestic product in 2020 by 40 to 45 per cent from 2005 levels, said a statement from the State Council, or cabinet.
"This is a voluntary action taken by the Chinese government based on its own national conditions and is a major contribution to the global effort in tackling climate change," the statement said.
The announcement marks the first time China has put specific numbers on a September pledge by President Hu Jintao to reduce the intensity of its carbon emissions as a percentage of economic growth by 2020.

Can the People's Republic of China really meet its emissions targets? The Copenhagen global warming meeting is designed for global governance.
Mother nature is never bound by manmade laws.
Pledge is the operative word.
China “You lead and we will follow”......... (yeah sure and we will definitely own you) hehehehe. (sneer)
“Pledge is the operative word.” Yep, there still is that minor issue of getting a 2/3rds ratification vote in the Senate (and a prelimnary vote in the Senate over Kyoto was 96-0 against).
Voluntary....I wouldn’t hold my breath...
Anyone who believes China will do ANYTHING is dumber than Obama ;-)
Why does an image of Lucy holding a football for Charlie Brown to kick come to mind?
I’m frankly shocked that they would even make such a statement. One has to ask, what’s in it for them? What deals have been cut under the table? Something is up.
Maybe China is thinking about buying into the carbon credit scam as an investment since bonds and IOU’s are worth pennies on the dollar?
Another big nothing! China will cut its emissions by 20% from 2005?
The recession has probably done that already.
>> Can the People’s Republic of China really meet its emissions targets?
They won’t even try.
Do the Chinese not read the news?
AGW is a fraud. Of course we all knew that on FR, but now we have the Fortran code to prove it.
...and, like the idiot he is, BO will believe them and push for even more drastic cuts from the USA.
“Maybe China is thinking about buying into the carbon credit scam as an investment since bonds and IOUs are worth pennies on the dollar?”
The Chinese are math wizards. No way ;-)
LOL!
This statement is odd: “intensity of carbon dioxide emissions per unit of gross domestic.” The Chinese have contrived a favorable unit of measurement. CO2 levels are the least environmental concern for the Chinese. They have overwhelming problems with air, water, and land pollution as well as grinding poverty in the countryside.
The Europeans are playing games as well. The Europeans know that the EU was very different in 1990. The eastern block was a dirty smokestack in 1990. Of course, they want a very favorable baseline.
Obama is counting on a continued recession to make the reductions. How much GDP decline per year is necessary to reach the target? Obama wants to use the treaty as cover to impose devasting energy taxes. Here is the rat plan for devasting taxes to slow economic growth: a VAT of 10% to 20%, gasoline taxes of $2 to $3 per gallon, and a tax on dirty electricity that will triple electricity rates. Our energy situation would be similar to Germany’s under these taxes. Germans now have $8 per gallon gasoline and tripled electricity rates. Our consumer driven economy would be sharply reduced. Many individuals would be forced to sharply reduce driving and home energy usage. Do you think that the air conditioning will be turned off in Washington?
US would run out of carbon credits in 6 years, before anyone else...”With 4.6 per cent of global population, the US would receive a 35 billion tonne allowance between now and 2050, which it would use up in around six years at current rates. The European Union’s budget would run out in 12 years and China’s in 24. “It is clear that the industrialised countries must carry out rapid and comprehensive decarbonisation if they wish to present themselves as credible advocates of global climate protection,” concludes the council.
The US carbon budget would run out in six years, Europe’s in 12 and China’s in 24 years
Big emitters like the US would only be able to meet their target by buying unused emissions from poorer nations that have large populations but low per-capita emissions. For example, India and Brazil’s allowances would last 88 and 46 years respectively at current rates. That imbalance has benefits, says the council, because the money transferred would help poorer nations to improve their living standards using low-carbon technology such as wind and solar electricity generation.” BAD NEWS FOR US
