For a long time those that havent had health care were provided it ( ??? ) have placed the burden on others. Everybody is paying the price for uncompensated care in a hospital...the way to stop the problem of people without insurance receiving free care in hospitals is to end the insane requirement that hospitals must treat all comers who don't have insurance for free - a few well publicized instances of people going into massive debt, or even gasp dying, because they were turned away from care they couldn't afford upfront should put a bit of fear and a sense of responsibility into the general populace......
