Soldiers ripped off uniforms to save lives. Trained as first responders. Soldiers on Ft. Hood do NOT carry weapons. Will increase security presence in coming days

But shooter was using semiautomatic, which explains the high rate of fire which would be indicated by the victim count.
It does exist with caregivers. However, that is NOT what it sounds like this was the case here from the description of the shooter’s behaviors.
Cowan - the fact that he is still alive drastically changes the investigation.
