I seem to remember that she has to pay the 20K by the 30th (could be wrong about the date), appeal or no appeal.
If she won the appeal, the money would be refunded.

When Orly said she could have Obama removed from office in 30 days, I assumed she meant 30 earth days, not 30 days on some other planet in some other solar system.
