Accused of sexual abuse, but back in the classroom

L.A. Unified has failed to follow up on complaints once police or prosecutors dropped criminal actions, leaving students vulnerable to molesters.

The 13-year-old on the witness stand looked to be an ordinary adolescent, her diffident smile unveiling a set of braces. Her attorney began gently, with questions about her favorite band and trips to the mall.

Then he brought up "Mr. Ricardo" and second grade. The girl buried her face in her hands and sobbed.

When her mother took the stand, she testified that the girl had not been the same since the day the teacher's aide put his hands on her. "I just believe this whole thing changed her life," the mother said. "I don't see her so confident around people. . . . I believe she has no interests."

A jury late last year ordered the Los Angeles Unified School District to pay nearly $1.6 million to the families of three girls molested by Ricardo Guevara, who is now serving 15 years in prison for lewd acts with a child.

But there was something the jury -- and the public -- was never told: This was the third set of accusations that Guevara had molested students. Twice before, when law enforcement officials had decided they lacked the evidence to win a criminal conviction, L.A. Unified officials had quietly put him back in the classroom.

One more reason why the public school educational system in our nation is a trillion dollar giveaway to union and criminal and incompetent teachers and administrators. It's time for conservatives to shout from the rooftops for the brick-by-brick dismantling of public education in this country if we are going to be faithful to the founding principles of governance and responsibility.

Eventually laws will be passed making it impossible to accuse a public school teacher of sexual misconduct, or any misconduct at all. At that point the public school systems will be “all cleaned up”.

Why isn’t there as much outcry about these cases as about priests who were abusers?

Oh, that’s right...because the school system promotes socialism and sodomy while the Church - no matter how many bad priests there were - still opposed abortion (the liberals’ sacrament) and homosexuality.

The leadership class in this country actually favors the criminal element. The amazing part being we keep electing the same trash at all levels; federal, state and local.

Well, people do despise hypocrites more than crooks who don’t busy themselves condemning the acts they commit.

Hearing about sex offenders that get boomeranged back to their same schools by officials who knew what happened is, thankfully, still the uncommon case. It is to burn with indignation and wrath.

It doesn't sound as though that 1.6 million is PER family. Half a million bucks each (paid for by the insurance company, minus one third for the lawyer, and it's probably listed as emotional damages, which are taxed by the state) for a school district deliberately and wantonly endangering children by placing a predator in their midst?

This jury needs to be taken out and shot...

The most incredible statement in the article:

“Under state law, the district can fire teachers for conduct it deems immoral or unprofessional, even if the acts fall short of criminality. Rooney, for instance, allegedly showed up at the house of the first student at night and drove her around in his car.”

You have got to be kidding me! The guy shows up at the house at night wanting to drive your little girl around the neighborhood. AND THEY ALLOWED HER TO GO!!??? This is beyond belief.

Sitting on porch maybe, with parents temporarily gone and teacher making some official sounding excuse. Why parents didn’t afterward insist on the teacher’s head for doing this, however, would be a mystery.

Good point.
What about this administration? I have heard of school systems that advise against being alone in a room with a student of the opposite sex without an adult witness.

I understand that. Perhaps the community wouldn't have to pay such high rates if they didn't keep incompetents in charge. The entire administration could be fired if the community cared to force the issue.

So, not only do they not want to pay the victims reasonable restitution, they like keeping idiots in charge.

I guess they all think the next kid to be victimized won't be their own.

In Philadelphia in the ninetys a teacher was observed and reported by a student smoking crakh at his desk between classes. There have been several homicides committed in schools by young hoodlums who had been transferred from one school to another. At each school they assaulted other kids and were passed along to another school. Then they killed someone and finally went into the criminal justice system.

Several years ago a teacher at a North Phladelphis High School was injured seriously by the same 16 y.o. who had assaulted him before. He was shown on video wearing the collar to immobilize his neck and with a seriously black eye. He informed the student who had attacked him and the school administrators that he would not allow this to happen to him again. He had reported the first assault and nothing was done.

The reporter asked whether he was saying that he would be armed in the future. He replied that what he was saying was that he would never let this happen to him again. Period!

Policy was that every assault in a school was to be reported by the principal of the school to a “czar” whose responsibiliy was to remove the violent offenders from the schools. The principals frequently withheld that information because they feared it might reflect badly on their record.

The bottom line is that the schools are a disgrace and reflect a society that is disgraceful. Lots of people who are teachers are unfit. They are incompetent and not bright. Unfortunately some of the brighter of them are brainwashed and designated as “change agents.” They spread the leftist poison. They help in the degeneration of this country. They may have destroyed it.
