WASHINGTON (AFP) President Barack Obama on Wednesday promised to save American taxpayers 40 billion dollars a year by slashing waste in government contracting, with a special eye on bloated spending on defense.
"I reject the false choice between securing this nation and wasting billions of taxpayer dollars," Obama said on a day when he signed a presidential memorandum reforming the contracting system across the entire government.
"In this time of great challenges, I recognize the real choice between investments that are designed to keep the American people safe and those that are designed to make a defense contractor rich," Obama said.
The president's promise to clean up contracting was in line with his pledge to cut the soaring federal budget deficit in half by the end of his mandate in 2013.
As Obama spoke, he was flanked by his former Republican rival for the presidency, Senator John McCain, who is a hawkish opponent of wasteful spending in the Pentagon, and scours legislation for lawmaker's pet projects.
Obama honed in on runaway Pentagon spending, vowing that "the days of giving defense contractors a blank check are over," and highlighted work by Defense Secretary Robert Gates to overhaul military procurement at the Pentagon.

This is laughable. He recently signed an executive order limiting contract awards on federal construction projects to union companies. That'll eliminate waste and save a lot of taxpayer money. < /sarcasm>

Actually, it is not satire. It is an article written by an obvious Obama worshiper. Promising to cut a paltry 1% from a $4 TRILLION budget is like trying to fill the Grand Canyon with a teaspoon and a bucket of dirt.

There is no such thing as a DoD no-bid contract over the simplified acquisition threshold (SAT) of $25,000. By law, all proposed acquisitions that exceed the threshold are to be published on the Federal Business Opportunities (FBO) website for public review, comment and bidding opportunity.
There are sole source contracts, which were originally published for competitive bid as required by law and the subsequent market research proved there is no other qualified supplier for that particular item or service. There are follow on contracts for production, sometimes also classified as sole source, for items that were originally prototyped under RDT&E by a particular company under a competitive bid contract.
Bottom line...ALL contracts in excess of the SAT were originally awarded under a competitive bidding process. What comes of that process determines how that contract is handled in the future.
