Truth be known, it's STILL in the original agreement -- the Constitution. So the answer is yes, and always has been.
If anyone has time to give me the gist of this in laymans terms I would be grateful.
I'll take a stab at it man: about 140 years ago, give or take, the federales gave the states a pretty good spankin. Was either side acting within their rights under the Constitution? Books have been written... Anyway, the states recalled their firearms and Constitutional arms home and put 'em in storage. They have basically sat there ever since, usused; collecting dust. Now, from time to time over the ensuing years one or more states would employ their Constitutional arms, only to get spanked again by the federales.
So, here we are today and once again several states have discovered they still have Constitutional "arms" in storage and are in the process of trying to find 'em. There has been no shot across the bow yet because none of the states have actually "employed" the Constitutional arms but they're giving notice to the feral government, "Look, we know they're here somewhere, and we are in fact looking for 'em. Stand by."
And Matt, you of all people should realize something I've heard on this forum many times, that words have meaning. You write a fine novel my friend, but they're just words, eh? Do they serve a purpose? You bet. Not only are your books entertaining, they also have a good deal of useful information in 'em. Just words though. The states are no doubt entertaining the feds at this point. As time goes by and the states choose to stand their ground, the words may also become educational for the feds. Like they've pushed us just about as far as we care to go. Just words though. Do they really mean anything? I think so. How many fights have you ever seen break out from a dead calm. Not many I wager. It begins with words.
The shot across the bow, if it is to occur, will come when some of the states, having found their Constitutional arms begin to actually pass bills affirming their Constitutional rights AND duties in their state houses.

Maybe it means ... some of those "elected reps" got at least one neuron firing. It's a start. Hopefully it means ... some of those "elected reps" are getting a clue that a bunch of folks aren't gonna sit back and play dead dog to a socialist/marxist/commie complete take over. Who knows what it means. It's curious. All I know is... with or without them... me and mine... well, like you say... Stay Safe!

Contrary to the fantasies of some extremists, these sovereignty bills are not the first step towards secession or splitting up the union, nor are they an effort to block collection of the income tax, appealing though that might be. For the most part, they are not so much political statements of independence as they are expressions of fiscal authority directed specifically at the growing cost of unfunded mandates being placed upon the states by the federal government. Despite the movement picking up steam as he came to office, the target of these bills is not President Obama, but rather the Democrat-dominated Congress whose plans for massive bailouts and expanded social programs are likely to come at an enormous cost to the states.
