By that standard, spaying and neutering could be challenged, along with leash laws.
So it’s -21C outside and you’re not supposed to put a sweater and booties on your hairless Chihuahua when you take him for a walk?
I'm sure the folks who added that clause to the law were either certifiably insane or didn't know anything about normal dog behavior.
What did they imagine might happen should a dog bite a child? Did they think people would simply throw their hands in the air, scream in horror and run in circles or something?
One silver lining of the prospect of a sustained downturn in the economy is that in hard times, eccentric nuts like these crazy animal rights loons will no longer be tolerated IMHO.

My pooch is 1/2 mini dach & 1/2 papillon. In the winter I dress her in sweaters and jackets when we go out. As soon as she sees me get a piece of her clothing out, she jumps on her chair and takes her dressing stance.
And leave that muzzle off so Fido can chew on those he wishes in true normal animal behavior. Or maybe let him lift a leg to relieve himself against someone from the RSPCA.

I once bought my dog a coat for Christmas. In about an hour he managed to take it off by himself and pee on it. Yet the little stinker was always cold. Some gratitude!

Keeping pet birds in cages will be next. I can envision an entire new branch of Federal law enforcement based on animal cruelty. Sort of fits Obama’s promise of 650 thousand new Government workers within his first year in office.
