While it's too early to know for sure how many terrorists were involved in the three-day shooting spree in Mumbai, counterterrorism officials in the United States and India are already sifting through the evidence in search of clues.

A Pakistan-based militant group, Lashkar-e-Taiba, or LET, is the top suspect in the three-day terrorist rampage that left more than 170 people dead, U.S. officials say. "While it's too early to jump to any final conclusions on who may have been responsible for the Mumbai attacks, there are some solid indications that people associated with [LET] were involved," says one U.S. counterterrorism official. New Delhi: The Ministry of External Affairs called the Pakistani High Commissioner Shahid Malik in New Delhi to make its first direct demand on handing over suspects responsible for the Mumbai attacks.

Intelligence failure or action failure?

Indeed, the details emerging suggest that the Indian Navy and Coast Guard may have failed to carry out their brief by ignoring an intercept from RAW warning of an attempt by Lashkar-e-Toiba to infiltrate a jihadi gang in Mumbai.

The intercept, sent as recently as on November 19, said that a Lashkar-controlled ship had, with dangerous cargo, sailed from Karachi and could try to sneak into Indian waters.

Navy sources angrily contested the claim of the country's external intelligence agency that alert naval patrols could have, if they had heeded the alert, prevented the marauders from striking Mumbai. "No intercept was passed on to us," a senior Navy officer angrily retorted when asked to comment on the charge.

The BJP, which has been making the charge that the Indian intelligence-system has collapsed, on Monday said that even the elite Special Protection Group that protects the prime minister was unaware of the intelligence inputs about Mumbai’s vulnerability.

WASHINGTON (AP) _ The United States can expect a terrorist attack using nuclear or more likely biological weapons before 2013, reports a bipartisan commission in a study being briefed Tuesday to Vice President-elect Joe Biden. It suggests the Obama administration bolster efforts to counter and prepare for germ warfare by terrorists.
