I don't know what the "larger picture" could be other than perhaps showing that Obama didn't/doesn't know who his real parents are. Fuel for tabloids, but hardly something that disqualifies him from the presidency.
The fact seems to be, from the article Owen posted, that two people have viewed the ORIGINAL BIRTH CERTIFICATE. That ends the story, because that's what everyone seems to be so concerned about viewing for themselves.
It ends the story, unless we are to believe that Onaka and Fukino are involved in some kind of massive conspiracy to keep us from the truth.
