In an interview with The Washington Post's editorial board, Sen. Joe Biden (D-Del.) asserted that he is more prepared to be president than any other candidate, disputed the notion that governors are better suited for the White House than senators and warned that Pakistan is a potentially bigger threat than Iran.
Biden also stumbled through a discourse on race and education, leaving the impression that he believes one reason that so many District of Columbia schools fail is the city's high minority population. His campaign quickly issued a statement saying he meant to indicate that the disadvantages were based on economic status, not race.
After a lengthy critique of Bush administration education policies, Biden attempted to explain why some schools perform better than others -- in Iowa, for instance, compared with the District. "There's less than 1 percent of the population of Iowa that is African American. There is probably less than 4 or 5 percent that are minorities. What is in Washington? So look, it goes back to what you start off with, what you're dealing with," Biden said. He went on to discuss the importance of parental involvement in reading to children and how "half this education gap exists before the kid steps foot in the classroom."

no, it’s not what it is. It’s what happens when constructivists with low expectations are in charge of the schools and curriculum instead of people like Marva Collins and Zig Engelmann.

I guess that sort of depends how you define "racist". If that definition includes any politically incorrect reference to race (which has become the standard definition), then he is most certainly racist. If you consider more restrictive definitions, it's not as clear.
His "clean and articulate" remark was surely meant to be a compliment, but came off sounding much worse than it really was. It does give some insight into the way his brain works, however.
There's no question he says stupid things on a regular basis. I look forward to more of them as the campaign unfolds.

Biden is a klutz, which means he slips up sometimes and notes the obvious, which is a no-no in today’s world.
The public schools in America are on the downslide across the board, but there’s no question that the nearly all-black inner city systems are the worst. Schools in Utah aren’t anything like those in DC, Detroit, Newark, and similar places. And the problem isn’t just liberalism. Schools in liberal Vermont aren’t like DC schools, either. They may be cultural wastelands where the kiddies are taught to hate America, to believe in global warming, and to be gay-friendly, but they aren’t filled with violent gangs or rapists. Nor do the kids there have 50% drop-out rates or need affirmative action to get into college.
Aw c’mon—he just exagerates when he gets angry and that is one ANGRY old dude.
I think Malkin or Noonan or someone else I’ve read in the last day said it best. Biden doesn’t know what he’s going to say until he starts talking. It explains why he speaks what he’s observed (i.e. Apu working the typical QuickieMart). His staff then cleans up in Aisle 6.
