Below is the section of the article dealing with Presidential powers and convening house and senate. Hope this helps, it says nothing about having to ask the speaker permission.

Section 3. He shall from time to time give to the Congress information of the state of the union, and recommend to their consideration such measures as he shall judge necessary and expedient; he may, on extraordinary occasions, convene both Houses, or either of them, and in case of disagreement between them, with respect to the time of adjournment, he may adjourn them to such time as he shall think proper;

I hate government interference, as do most people who grew up when I did, we see the damage it has done to our country and the terrible toll it has taken on our freedom. Get the government out of business, let free enterprise roll. W has good intentions and I, for one, never made fun of him. Got pissed now and then especially about illegals, but never made fun of him. I think overall he has been as good a President as most and better than a whole lot of the rest of them.

We should be repealing most enviro laws, not all, but most. The USA has done a good job of controlling, and cleaning up, pollution and pollution damage. However, in the 1970s we started going overboard because the communists co-opted the environmentalists movement and corrupted it.

Get rid of the EPA, relax most rules on building nukes, stop banning drilling, stop the ban on coal use and shale oil use. Let the industry roll. We will better off in the long run.

If the president can call a special session and is the only one who can adjourn it why doesn’t he call it?

I don't know why,you are going to have to ask W why. The constitution does read, in case of extraordinary occasions he can convene both, or either, houses. Maybe he doesn't feel circumstances warrant calling a special session. It isn't something to be done lightly. Below is the section dealing with convening congress under special sessions.

Section 3. Hey, I wasn’t upset, but I never said the president needed the speaker’s approval for a special session. He doesn’t - he can call a special session if the emergency requires it.

However, yesterday during the C-Span press conference, Republicans explained why the president had not called a special session... saying that Pelosi could adjourn it, and they would be back to where they started. This was clearly articulated.

Now that flies in the face of the last sentence of your quote. Heh, perhaps that information should be sent to them - in which case maybe a special session COULD work.

Those who complain about jobs going overseas - I can't help but wonder if they know WHY they are. Unions, enviro whackos, regulations, etc.

The Washington Times has a weekly FANTASTIC full-page commentary in comic-strip format on the REAL cost of oil. The Sunday, July 6 one is CRUDE AWAKENING PART TWO; “HUGO YOUR WAY, I’LL GO MINE.” (I’m just a bit behind in my reading!)

My husband and I really cracked up reading Part One. Amazingly easy to read and understand and so very true—we’re paying phenomenal prices because the suppliers have upped the price! A lot of people don’t seem to understand that.

This is a full color page of hilarious dialog and drawings. Artist is Hunter—what a phenomenal talent. Written so well, even an 8 year old can understand the oil problem—that lets Nancy Pelosi out!

Ok, here is how to read that last sentence, he controls when they will adjourn to, in other words Pelosi could adjourn but Bush only has to say you will adjourn until tomorrow morning then Pelosi adjourns again, then the President once again says, but only until tomorrow morning.

This way he can keep the Dems in DC until the 5 week vacation is over or until Pelosi caves(which she won't, she is too stupid to cave).

So technically the Representatives were correct and so am I. The constitution can be tricky in some spots. Actually, I think it is better that he doesn't force the special session, it is better to keep going this way.
