Look at how successful nationalizing industries in the UK was after WW-II. Until Margaret Thatcher started selling of these nationalized industries the Brits were subsidizing inefficient and bureaucratic industries that were unable to produce even electricity at reasonable rates. Do you really want the equivalent of the US Postal Service or TSA running the oil business?

You can nationalize it all you want but if you have no domestic oil companies because they have all moved out and you have no domestic oil fields because you wont drill then you have a huge national program providing nothing to no one.
You cannot force a foreign business to sell their product to you. If they dont make a profit, they wont sell.
