In an easy way to explain it, lets say I have a car that can’t pass the smog test here in California. So instead of fixing it, I go to algore and buy some carbon offsets because the offsets are cheaper than fixing my car. Then I go to the smog station and show them the carbon offsets I bought. Then they have to pass my car no matter how much it smokes. So I pull out of the smog station, my car in a cloud of smoke, but I got my registration for another year. Everyone is happy and algore is richer.

There are billions of dollars to be made in trading emissions credits. But first the federal government must force everyone to play the game. EMPHASIS MINE.
