Personally, I'd have confined his visa to a direct route between his local residence, one, and the UN. There's no reason he needs NYC and 25 miles surrounding the city to give a UN speach.

1) VOA Television nightly services on HotBird and TeleStar 12 satellites were disrupted in Tehran for about 20 minutes, as soon as he was to be introduced at Columbia universitys podium. Iranian citizens did not hear the criticism of Ahmadinejad by Columbia President Bollinger. The way the Islamic Republic does this is to scramble the signals of these satellites locally, using stationary and mobile microwave dishes.
2) It has been rumored from inside Iran that one of the conditions for Iranian-American Haleh Esfandiaris release from Evin Prison was for Ahmadinejad to give his speech at Columbia University and to visit Ground Zero. Ahmadinejads speech at Columbia was canceled last year.

Having worked for the State Department for 28 years, I understand the difference. However, it was being on a Justice Department watch list that stopped the State Department from issuing the visa. The 25 mile radius from Columbus Circle is the agreed upon standard minimum. Some countries impose a similar limit on US diplomats as part of reciprocity.
Then you might know, do we have a treaty based obligation to the UN to admit diplomats? I understand the UN site itself has some odd status, but they have to get to the UN.

Sadly, I think you're both correct. The class of folk he was spouting his Farsi at were his future jihadis, and the uneducated (which includes a great deal of the turd world). He poked the satan in the eye, live, on camera. If this goes as he expects (and I suppose it will), the mullahs may see an opening to be grateful he's rallied. The west will be appalled, but they already are, as will the underground liberty seeking Iranians. His outpouring for those poor Palestinians will mullahfy [sic] the ME masses, and the game in the sandbox will continue without missing a beat.
