Oh, in order to avoid trampling on prisoners “rights” they are only sending those who committed crimes in California and either volunteered to be transferred out of the state(only about 200 did so) or were illegal immigrants who stated that they had no family ties in California. If they’re boomeranged, er deported, after release, when they come back to the US they’ll most likely go back to the Southwest unless some undisclosed family members move to Mississippi/Arizona.
Meanwhile the MS prisons only cost California ~$60/inmate/day while the CA ones cost ~$90. Some inmates are also being sent to Arizona(I’d love it if they could send them to Sheriff Arpaio). California decided to do this partially because some federal judges have been making noises about a prison population cap and ordering early releases because CA is about 80,000 prisoners over capacity. The biggest complainer in this whole thing is the CA correctional officers union.
The story said, "a private prison".

it seems california does not want to spend money on anything as inconvenient as power plants either (or will not allow them to be built by private industry)

I’ve got concerns about private prisons to start with - generally I like privatization but giving law enforcement over to corporations seems like it would reduce oversight.
I agree with you. Let me expand on those oversight concerns.
First, we are ceding our prisons over to the lowest bidder. I don’t like that any better than having everything from ammo to the shuttle made by the lowest bidder. I know it’s better than counting on the gubmint to do it. I just hope there’s a lot of quality control oversight.
These for-profit corporations have to be concerned about making a profit. When they underbid a project or their costs start increasing and they start to cut corners, where are they cutting? I’m a great deal more concerned about security shortfalls than how well they coddle prisoners. However, the conditions inside can result in problems that turn into security issues. Again, it comes down to oversight.... and security.

Mississippi is the new Australia.
On first read, I took it to be against the will of the CA corrections officials, who would have rather had more unionized state corrections employees, that would have been necessary had these folks been incarcerated in CA.
The poor of Missippi are being paid to allow the illeagals to be warehoused in their state. it is a win win situation for California and Missippi.
