The California state Assembly Tuesday voted to require all new semi-automatic pistols sold in the state to automatically stamp information on shell casings that could help police track down violent criminals.
The California measure, which still has to pass the state Senate, marks an intriguing new development in the war against crime because, unlike some gun-control measures, it doesn't restrict law-abiding citizens' ability to own or carry firearms. Instead, the measure would require that all new semi-automatic pistols sold in California after 2010 contain a microscopic laser etching that will stamp the gun's make, model and serial number on at least two places on the shell casing of a bullet every time the weapon is fired

I just don’t see someone with a plan to murder someone buying a new gun. I understand that some do, such as the case with the VT shooter. I agree with domenad on this, I can’t see how this will work.

You nailed it well, but I would add another reason. The idea is to get the populace used to the concept that the number and type of guns owned by an individual should be limited and accounted for by the state.
It is the holy grail of “gun control”, because once only registered and accounted for guns are “legal” the state has effectively initiated confiscation. It only becomes a matter of time. Your point #1 - agree manufacturers won’t want to make a California only version, but suppose they instead just up the price and include this feature in all their products ?
Most drive by shooters don’t leave part of thier car a the scene. If they buy this weapon they will leave a lot at the scene unless they pick up thier brass after every shooting.
If this passes, Im gonna start a firing pin business.

Of course, this will make the casing harder to extract, resulting in more malfunctions.
I suggest the police do this first and let's see what happens.
Why would they wish to do that? It could add as much as $100 to the price of every gun, plus it would make replacement parts harder to make and more expensive to sell. This would price guns out of the reach of those who need them the most - the law abiding with little money living in bad neighborhoods.
Plus, considering the world arms market doesn’t require it, most of their customers don’t want it, and S&W showed them what happens when they make a deal with the devil, why on earth would they do that?
Many drive-by shooters are using illegally imported automatic weapons (those that aren’t stolen-and-illegally-converted. And, on top of that, they’ve taken to firing from inside the car, so the brass doesn’t leave the vehicle.
Eh, most of them are looking at putting the stamp on the firing pin and the breech face.
That said, though, the police will be exempt from this, as they always are in CA.
Maybe this will open up a whole new field of gunsmithing with “designer chambers”. You can get your gang logo or favorite slogan on every round!
Revolvers don’t leave casings at the scene, unless you are clumsy enough to drop them.
If so, I predict that “F**k the police” will be a best-seller.
Give me a Dremel and a glue wheel and about five minutes, I’ll show you a stupid, stupid, waste of time and money law, that even idiots wouldn’t want to be associated with.
I’m not sure this will pass both houses and whether Arnold would sign it if it does pass. I am sure that some day we will have another dem guv and we can expect a lot of these restrictive laws (ammo tax, etc.) to be pushed again.
