Unruly crowd gathers at standoff

Police surrounded a north Tulsa apartment Saturday night attempting to take a murder suspect into custody.

Units from across the city were called in to help disperse a large crowd that had gathered, with some in the crowd reportedly throwing rocks and firing a weapon toward police and others near where the suspect had holed up.

The suspect, Rico Starks, 18, barricaded himself inside an apartment at the Morning Star Apartments, 2201 N. Hartford Ave., at about 7 p.m., refusing to comply with police demands that he surrender.

Officer Scott Walton couldn't confirm reports about rocks being thrown and shots being fired from the crowd, but KOTV, channel 6, cameraman Dominic Armstrong, who was in the middle of the melee when it began, said he was standing next to a vehicle that was hit by shots fired from the crowd. He also said several people in the crowd grabbed a reporter from another television station by her hair and threw her to the ground.

Police wouldn't confirm who was holed up in the apartment, but the suspect's grandmother, Lucretia Lewis, who had driven from Dallas, confirmed it was Starks. She said he was alone in the apartment, but didn't know if he was armed or not.

 
"I had tried to get him out. We talked to him, trying to talk him into giving himself up," Lewis said. "I came here to talk to him, and they won't let me."

Starks was charged in early Febru5 ary with second-degree murder in the slaying of Mark Jordan, 18.

In January, a charge of shooting with intent to kill was filed against Starks.

Additional police, some wearing riot gear and carrying batons, were called from other districts to help deal with the crowd, which numbered about 200. The Special Operations Team and armored personnel carrier, along with the department's helicopter, were also dispatched to help with the situation.

Walton said the additional officers were needed to help secure a perimeter around the apartment complex and provide security for officers attempting to get Starks to surrender.

"Early on, there was a lot of chaos, and we didn't know what we had," Walton said.

By 11 p.m., police had established contact with Starks and were negotiating for his surrender

A north Tulsa standoff ended with an arrest Saturday night. Nineteen-year-old Rico Starks surrendered to police shortly after 11 p.m. The standoff lasted about two hours at an apartment complex at the 2200 block of North Hartford. Starks is suspected of killing 18-year-old Mark Jordan. He's wanted for shooting with intent to kill and second-degree murder. He has been booked into Tulsa County Jail.

Officers also had to deal with the crowd that gathered outside the complex. A shot was fired at officers from the crowd, and police cars were attacked. Reinforcements were called in to get the mob under control.

A mob turns violent with police during a standoff with a homicide suspect. Officers cornered the suspect at an apartment complex on the 2200 block on North Hartford, but that standoff quickly attracted dozens of area residents. Police eventually arrested the man they were looking for, 19-year-old Rico Starks. The News On 6’s Chris Wright reports getting him into custody proved more difficult than anticipated.

Police went to the Morning Star Apartments to find Starks. He was charged in February for the 2006 murder of 18-year-old Mark Jordan. After being confronted, Starks barricaded himself in an apartment and refused to come out. Police say that's when the situation started to get out of control. A crowd started gathering, and it quickly became larger and angrier.

"These guys on scene first here had a very scary, high risk job to maintain the integrity of that building and not get anyone hurt," said Tulsa Police Officer Scott Walton.

Police say the mob soon swelled to more than 100 people. Authorities tell us they began jumping on cars, vandalizing police vehicles, throwing rocks, and shots were even fired. An estimated 75 officers, including members of the Special Operations Unit, were called in to control the crowd.

"It was definitely a mob mentality,” said Walton. “They moved on these officers. They were able to keep their spots and keep the suspect contained in the apartment before he came out of there."

Starks did eventually come out of the apartment, surrendering to police shortly after 11 p.m. Police say they are not sure exactly why the situation escalated the way it did, but considering the size of the mob, it could have ended differently. "We are fortunate that no bystanders, officers, anybody was hurt,” Walton said. “It was a difficult task to take care with the few officers on hand at first."

In addition to the murder charge, Starks also had an outstanding warrant for second-degree burglary.

A poster at the Tulsa World page says that this particular location is in 'the projects' and so considering this I won't speculate, as any such speculation may be construed as 'racism' and I have no wish to be banned from FR.

I live in Tulsa, so here’s the scoop. North Tulsa is where ‘disadvantaged inner-city youth’ live. Offhand I’d say that 75%+ of our violent crimes occur there. Draw your own conclusion.

For extra credit, which group costs us the most in legal and medical expenses?

Well, I’m going to take that risk.

It seems that many in the black community, much as with OJ, would rather see a black murderer get away (with it) than see “the Man” bring him to justice.

My daughter was a paramedic, and when the ambulances were called to the projects, there was always a crowd - lots of people standing around with nothing to do. Every so often, something would set them off and they’d attempt to overturn the ambulance, assault the EMTs, etc. You’re talking about a very mindless crowd that simply hangs out all day waiting to cause trouble.

It certainly looks that way.  I hope that you live in an area of New York that allows law-abiding citizens to effectively protect themselves.

I've been looking at photos of Montana real estate at eBay.  It looks awfully nice there, and everyone that I've met who is from Montana has been extremely kind, gracious and polite.

I agree with you, having watched the LA Riots not long ago. Chaos/ anarchy/ defiance of law — these are exciting to the yutes in some parts.

It’s depressing that over 100 people will spontaneously gather to violently prevent the arrest of a murderer, simply because they are all of the same race. It’s beyond depressing, really—it’s disgusting.
