The applications of some staffers were not approved. They included certain individuals with special skills and those in difficult-to-fill positions that required immediate replacement. That would be the staffers who write copy from the AP wire and the op-ed writers.

avoid layoffs, which would have affected talented people recently recruited to the Globe.
They hire first (less salary) and then offer buyouts to long term, higher salary employees.
Then comes the reason for less profits - due to the cost of buyouts. And the wheel of deception goes round and round.
