Libya Attack on Female Expatriate
The Regional Security Office at U.S. Embassy Tripoli reported the following:
On Monday, March 26, at approximately 5:15 p.m., an American was inside her Tripoli home on a long distance telephone call when she heard fireworks outside her residence. She did not think much of the fireworks initially, as teenage kids have been setting off fireworks consistently throughout all the neighborhoods of Tripoli for approximately one month, in anticipation of the Prophet Mohammed's birthday holiday on April 1. After a few minutes passed, she noticed that the fireworks were now sounding like they were going off within the inner courtyard perimeter of her residence, and assumed that kids were throwing the fireworks over her approximately 8 foot high perimeter wall. A few minutes later, someone began pounding on the front entrance door of the residence. The door was a substantial metal door with a deadbolt and eye viewer. The deadbolt was secured in the door. The pounding on the door was replaced a few moments later by what sounded like rocks being thrown against the door. The assault against the door continued for approximately 3-5 minutes. After approximately 10 minutes of silence, the American opened the front door, observed rocks and exploded firecracker casings in the foyer and her perimeter gate wide open. While securing the gate, she observed a teenager (approximately 15) with two younger children (approximately 11 or 12) a block away.
Approximately ten minutes later, while standing in the front foyer, she again heard noises outside the perimeter and yelled at them to go away. Approximately two minutes later, she observed three teenage-sized shadows scaling the perimeter wall through the grilled glass with embedded wire mesh within the wall. She screamed at the shadows to get down, which they did. She went inside the residence, secured the door and called her husband, who was at work. While on the phone with her husband, she could hear someone pounding on the gates and more rocks hitting the outside of the residence for approximately one minute.
The American's husband attempted to notify the police. Local police authorities could not be reached by landline or mobile telephone numbers for approximately two hours; when they were reached they stated that they would look into the disturbance.
Upon approaching the residence approximately 20 minutes after receiving the call, the American's husband observed a group of six juveniles approximately one block from the residence. The group consisted of two teenage boys, approximately 15 years of age, two younger boys, approximately 10 - 12 years of age and two young girls, approximately 10 - 12 years of age.
Upon entering the residence, it was observed that plants on the perimeter wall were broken, a light fixture on the wall was broken and scuffmarks were all along the wall in the area that the American had described as observing the shadows scaling the wall. The grilled glass with embedded wire mesh within the perimeter wall, pedestrian gate and vehicle gate was broken and cracked in multiple locations. At least 15 hand-sized rocks, over 20 used firecracker casings, an empty firecracker box and a broken lighter were found within the courtyard and front foyer area. The front door contained marks and embedded rock material indicating where rocks had struck the door with force.
The American had attended an organizational security briefing in October 2006, and acknowledged that, in retrospect, she knew she had done many things wrong and had acted on poor security awareness instincts. The residents plan to install anti-climb spikes to the top of the 8-foot perimeter wall to prevent similar incidents in the future.

WASHINGTON - Federal regulators said Monday that a piece of radioactive material from a stolen gauge recovered in Philadelphia last week is still missing.
The Nuclear Regulatory Commission said that when the gauge was found last week at a salvage company, a piece of the radioactive isotope Americium-241 that had been bolted to the gauge was missing when the gauge was found last week at a salvage company. Thefts of such gauges often occur when they are mistaken for toolboxes, the NRC said. Thieves may sell the devices for scrap metal, unaware that their content is radioactive.
A special Energy Department team with radiation monitoring equipment has been called in to aid with the search, the NRC said in a statement. The radioactive material is only dangerous if ingested, inhaled or in contact with the skin for several days, the agency said. The instrument, used to measure soil density at construction sites, was stolen from a parked truck at a construction site last week and found at a salvage yard in Philadelphia's Nicetown section on Thursday.

Indonesian police arrest terrorist suspect, explosives in raid

Jakarta - A special Indonesian police counter-terrorism unit has arrested a terrorist suspect and seized a cache of explosives in the latest raid against an al-Qaeda-linked regional terrorist group, a local report said Tuesday. The US-funded Detachment 88 raided a house in the East Java capital of Surabaya on Monday and arrested its owner, identified as Ahmad Sachrul Uman, alias Khoirul, 24, The Jakarta Post reported.
'The police confiscated 12.5 kilograms of explosive substances (including) TNT from Khoirul's home and a number of documents,' Adjutant Senior Commander Hari Dahana, Surabaya's police chief, was quoted as saying. 'Several armed bombs were also seized.'

Pakistan 'secret agents killed'

Unidentified gunmen have shot dead four officials from Pakistan's secretive ISI intelligence agency in a tribal region bordering Afghanistan, officials say. Two others were wounded in the attack in the Rashkai area of Bajaur agency, local authorities said.
Initial reports say the officials were travelling to the main town of Khar when they were ambushed. No group has said it carried out the attack, a day after tribes vowed not to shelter al-Qaeda or Taleban militants. Monday's deal in Bajaur with the government followed other similar controversial accords elsewhere in the tribal region, which critics say have encouraged a Taleban safe haven on the border.

ABOARD THE USS JOHN C. STENNIS - American warplanes screamed off two aircraft carriers Tuesday as the U.S. Navy staged its largest show of force in the Persian Gulf since the 2003 invasion of Iraq, launching a mammoth exercise meant as a message to the Iranians.
The maneuvers with 15 warships and more than 100 aircraft were sure to heighten tensions with Iran, which has frequently condemned the U.S. military presence off its coast and is in a faceoff with the West over its nuclear program and its capture of a British naval team. While they would not say when the war games were planned, U.S. commanders insisted the exercises were not a direct response to Friday's seizure of the 15 British sailors and marines, but they also made clear that the flexing of the Navy's military might was intended as a warning.
"If there is strong presence, then it sends a clear message that you better be careful about trying to intimidate others," said Capt. Bradley Johanson, commander of the Stennis. "Iran has adopted a very escalatory posture with the things that they have done," he added.

Russian intelligence sees U.S. military buildup on Iran border

MOSCOW - Russian military intelligence services are reporting a flurry of activity by U.S. Armed Forces near Iran's borders, a high-ranking security source said Tuesday. "The latest military intelligence data point to heightened U.S. military preparations for both an air and ground operation against Iran," the official said, adding that the Pentagon has probably not yet made a final decision as to when an attack will be launched.
He said the Pentagon is looking for a way to deliver a strike against Iran "that would enable the Americans to bring the country to its knees at minimal cost." He also said the U.S. Naval presence in the Persian Gulf has for the first time in the past four years reached the level that existed shortly before the invasion of Iraq in March 2003.
Col.-Gen. Leonid Ivashov, vice president of the Academy of Geopolitical Sciences, said last week that the Pentagon is planning to deliver a massive air strike on Iran's military infrastructure in the near future. A new U.S. carrier battle group has been dispatched to the Gulf.
The USS John C. Stennis, with a crew of 3,200 and around 80 fixed-wing aircraft, including F/A-18 Hornet and Superhornet fighter-bombers, eight support ships and four nuclear submarines are heading for the Gulf, where a similar group led by the USS Dwight D. Eisenhower has been deployed since December 2006. The U.S. is also sending Patriot anti-missile systems to the region.

Students held hostage in Philippines Gunmen who say they have grenades seize group near Manila’s city hall BREAKING NEWS The Associated Press Updated: 7:34 p.m. MT March 27, 2007 MANILA, Philippines - Unidentified gunmen seized a busload of students and teachers near Manila's city hall while on the run after a holdup Wednesday, police said.
Hostage-takers scribbled on a piece of paper, visible through the bus window, that they were holding 32 children and two teachers and were armed with two grenades, an Uzi assault rifle police and a .45-caliber pistol, officer Mark Andal said.
They said they were demanding housing and education for 145 children in a day-care center.
Police surrounded the bus. TV footage showed the young children, one in sunglasses, waving from the windows, and a woman could be seen making a hand signal asking for a phone as one of the gunmen held a grenade at her side.
"They are hold-uppers being chased by our policemen," Manila police chief Reynaldo Varilla told DZMM radio, adding that two men were believed to be involved. "They saw a bus loaded with pupils.
"Right now negotiations are ongoing. We hope we can have them surrender peacefully so no one will be hurt."
There was no immediate word on the ages of the students or details on the reported hold-up.

Army Colonel Pedro Soria said Pakil Ayunan, a former commander of the Moro Islamic Liberation Front (MILF), and a bodyguard were shot to death Saturday in Pikit town in North Cotabato province, 930 kilometres north of Manila.
Soria said the victims were meeting with a group of five armed men when an argument ensued, triggering the shootings.
'There was an armed group who met with him [Ayunan],' Soria said. 'After a short talk, there was a heated argument, and he and his companion were shot dead.'"

ARTICLE SNIPPET: "A pastor from Good Shepherd Community Church who traveled to a nearby region to pray for the sick was beaten by an anti-Christian mob, and since police then refused to accept his complaint, the area's doctors would not treat him, according to a new report from Voice of the Martyrs about persecuted Christians.
The attack happened to Pastor Reginald Howell, who had traveled from his home region in India to the nearby city of Hanumangarh in Rajasthan. Voice of the Martyrs sources there reported that he was visiting Christians in the area as well as praying for the sick.
Then the attackers found him.

"He was beaten with an iron rod and suffered severe injuries on his back," the persecution report said. "The police refused to register his complaint and as a result, doctors denied him treatment."
More and more such incidents are being reported in Indian states even as they adopt various pieces of "freedom" legislation concerning religion.
"Rajasthan State has a so-called 'Freedom of Religion Bill' that is used as a tool in the hands of fundamentalists to harass Christians," said the VOM contacts, who report on the various attacks, discriminations and persecutions of Christians because of their beliefs.
"The cases of anti-Christian attacks in this area keep increasing, and the State Administration turns a blind eye to the persecution," they said, according to The Voice of the Martyrs.
VOM spokesman Todd Nettleton said the problem is getting worse."

President Bush Disappointed by Senate Vote on Iraq War Supplemental

The President is disappointed that the Senate continues down a path with a bill that he will veto and has no chance of becoming law. In the two weeks since the Senate defeated a similar proposal, General Petraeus reports encouraging signs are already emerging. The Senate, which unanimously confirmed the General for this mission, needs to support him by providing our troops the funding they need - not by mandating failure. As the President said, "Our men in women in uniform should not have to worry that politicians in Washington will deny them the funds and the flexibility they need to win."
